What is it?

Website design is simply the build and front end visualisation of a website, often from a design/visual concept created in professional software such as Adobe Photoshop or Adobe Fireworks.

It is often a required for a web designer to have a good understanding of frameworks, development languages and databases. The implementation of very basic static websites formed with a small amount of pages is very rare now and to produce dynamic content based on templates/themes will almost certainly require a knowledge of PHP/ASP.net and MySQL.
